Our Mission
Oasis Resource Center partners with women and men in greater Lincoln County who have unmet pregnancy-related needs. Our immediate and long-term resources provide support, enrichment, and strength to equip individuals to choose life and live abundantly.
Our Services

Lab-Quality Pregnancy Testing
Whether our clients are experiencing initial symptoms or need to confirm an at-home test, we’re here to help. We provide lab-grade urine tests with 99% accuracy.
Limited Ultrasounds
If a client receives a positive pregnancy test at our center, we’ll offer a limited ultrasound to verify key pregnancy details and protect their health.
When women see the humanity of their unborn child on the ultrasound screen, they’re given a chance to choose life and embark on the journey of motherhood.
Options Information
We do not provide or refer for abortions, and we want every client to be informed of the risks and side effects of this option. That’s why we provide accurate information on abortion, parenting, and adoption so clients can make an informed choice.
Referrals
We provide community referrals so clients can access professional counseling, STI/STD testing and treatment, housing resources, Medicaid resources, and more.
Our Team

BreAnna Fowler, Executive Director
BreAnna Fowler is, first and foremost, a disciple of Jesus Christ. She has been married to her wonderful husband for 25 years. They have four beautiful children and one grandchild. BreAnna considers her family to be her greatest ministry and achievement.
From 2014-2022, the Fowlers were missionaries with a passion for discipleship, serving with Youth for Christ in Costa Rica. After 6 years on the mission field, the family returned to Lincoln County. BreAnna joined the staff of Oasis in January 2023 and became Executive Director in February 2024. She sees Oasis as a new avenue of ministry and the pro-life work she does as one step in leading others to Christ’s call to abundant life.
Stacey Phelps, Client Services Manager
Stacey Phelps is a follower of Christ. She has been married for 20 years and has 3 children. The Lord led Stacey to the pro-life movement through her experiences as a teen mom and later a foster and adoptive mom. These experiences developed her love and passion for children.
From 2011-2019, Stacey provided childcare out of her home and was a preschool teacher with a deep commitment to caring for and discipling young hearts. In 2019, God began shifting Stacey’s focus toward the mission of serving the whole family, and she began working at a pro-life women’s healthcare facility in St. Peters.
After 4 years there, Stacey felt the pull to serve in her community and joined the staff of Oasis in November of 2023. She accepted the position of Client Services Manager in May of 2024. Stacey sees her ministry at Oasis as one that breathes life, love, and hope into the hearts of the men, women, and families who come through their doors.
Cindy Speer, Board President
Cindy is a retired school counselor. In the very early months, she served onsite, performing administrative and consulting services. She volunteers weekly at the center as a client advocate.
Tamera Staggs, Vice President
Tamera is a financial controller for multiple companies across the U.S. She shares many of the financial responsibilities with our Treasurer.
Diane Woodward, Secretary/Treasurer
Diane is a financial controller with a building firm and is acting as our project manager, which is also her role in her employment.
Kevin Howard, Member
Kevin Howard has been a supporter and volunteer from the beginning, prior to joining as a board member. He owned an outdoor marketing company and recently retired.
Kevin Thompson, Member
Kevin Thompson, our newest member, has also been a supporter from our beginning. He is a company’s CFO and recently retired partially.
